i am changing torsion axles to leaf springs. What determines length of shackles. Can I also use two separate axles with leaf springs not springs connected together, independent of each other

The kit you buy determines the length of the shackles. The MORryde Suspension Upgrade Kit for Tandem Axle Trailers w Correct Track item # MR98ZR has 3-1/8" shackle straps. You can do that but the two axles suspensions will be working independently of each other. The purpose of a shackle kit is so the suspension works together.
