In my home country trailers with GVWR of 4409 Lbs are required to have ABS Brakes. That entails that any trailer having a couple of 3500 axles would be rated over that limit. Is there a way that the tuson 4 channel towable anti-lock braking system for hyd. drum brakes can be used for this scenario? and if so, what hardware would be required?

Yes the Tuson 4 Channel Towable Anti-Lock Braking System # 335ABS-DLNE-1000 that you referenced can be used as an ABS system for your trailer that has two 3,500 lb axles. As long as you have hydraulic drum brakes currently this comes with everything needed to make conversion and install it.
