LED Double Tail Light- 4 Function #47-84-529. What is the rear reflex function? Is it a lamp? Can it simply be left disconnected, if not necessary? Thank you in advance.

The term 'reflex function' means that the taillight also works as a reflector so it can be seen when the lamp isn't illuminated. This is not a powered function, so it cannot be turned off. The taillight has the reflex function because it is mandated by the DOT.
