I have a Dexter 5,200 axle dual axles and I would like to be able to take a hub assembly No Brakes just hub assembly incase one of brakes and hubs go out on the trailer just for emergency use. So my question is the 5,200 lb hub comes with a L67048 outer bearing and a 6,000lb comes with a L15123 both are 1 1/4 can they interchange

The Replacement Trailer Hub Bearing # 15123 and the Replacement Trailer Hub Bearing # LM67048 have the same inner diameter so both would fit the spindle correctly. The race inside the hub is where the difference in bearings would be, so if you traded out the entire hub to pair the bearing with the corresponding race there wouldn't be an issue.
