i have a boat trailer which i recently purchased, it had hydraulic brakes to the front axle only and a surge actuator. all abandoned. Is the brake system just on the front axle or both?

It is recommended to have brakes on both axles, but it isn't unheard of to just have brakes on one axle. What this means though is that you won't get as much stopping power and those brakes are going to wear down a lot quicker than they would if you had brakes on both axles basically because they will be working twice as hard.
I am adding links to both our selection of trailer brakes and brake accessories (like brake lines) for you to filter through, but if you can give me some more info on your braking system (like axle weight capacity and whether the brakes are drum or disc) I can help you find what you need.
