There are a couple ways you can determine whether or not your 2019 Toyota Highlander is equipped with the factory tow package.

The first method consists of simply looking for the plug(s) that the appropriate trailer harness would connect to; either the Tekonsha T-One # 118449 if you don't have the tow package or the Curt T-Connector # 56042 if you do. With regards to wiring the tow package essentially provides the needed converter box, so it's not included/needed with the Curt harness.

So when looking behind the rear bumper for the factory plugs, you will find two empty plugs (one for the main harness and one for the converter) for the Tekonsha # 118449 if you don't have the tow package. If there's only one empty plug then the converter isn't needed, indicating that the Highlander is equipped with the factory tow package and the Curt Harness # 56042 is the right choice. I have attached a couple install videos below that you can also use for reference.

If you'd rather not dig around for the plugs beforehand, your other option would be to simply contact a local Toyota dealer with your VIN. With this info they should be able to tell you exactly what your Highlander came equipped with from the factory.
