Question:
Dexter 10k axles...very minimal brakes if any. Just replaced all 4 magnets and dowsed assemblies with brake cleaner. Getting voltage to magnets. Could be drums or brake assemblies? Any thoughts? Also, to determine brake assembly size, just measure inside drum?

How is the adjustment of the assemblies? Typically the problem you are having is due to the assemblies not being adjusted properly. Ideally they are tight enough that there's a light drag as you turn them by hand.
To see how to manually adjust trailer brake assemblies check out the video I attached, fast-forward to the 4:35 mark of the video.
Since we know you have 10k Dexter axles the correct brake assemblies are the part # 23-450-451 for if you have an electric brake setup or part # 23-410-411 for if they are hydraulic.
