I believe you are referring to the 12V pin on the factory 7-Way for your 2019 Ford F-250. On some models of the new F-250s this circuit is only active when a trailer is plugged in (not when the truck is in park or while shifting gears) and needs to be manually activated inside the cab by selecting "Tow Mode" on the dash.

If you want to have a circuit that's always active, the best route is to simply bypass the factory power wire by making your own. To do this you just need to connect a length of 10 gauge wiring like # 10-1-1 (sold by the foot) to the 12V pin at the back of the 7-Way and route it up to the positive post of the truck's battery via a 40 amp circuit breaker like # 9510.
