The Buyers Products Hitch Plate with Receiver Tube - Ford # 3371809060A will indeed fit a 1996 Ford F-350 Cab and Chassis (as opposed to a Super Duty pickup). I am not sure what you are referring to in regards to mounting your tail lights though if you need a harness for your trailer lights you can use the simple T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118316.
