Can this Actuator work on a boat trailer? Can it be submerged?

Yes, the Titan Zinc-Plated Brake Actuator part # T4079200 can be used on a boat trailer. In fact, these actuators are actually designed specifically for boat trailers which is why they have a zinc plating so you don't have to worry about about rust/corrosion that is associated with launching a trailer in water frequently. In regards to being submerged, I don't see any issue with this but you don't want the actuator submerged for an extended period of time. If you are just referring to submerging the actuator when you launch your boat then you won't have any issues.
Please note that the above brake actuator is for use with trailers that have drum brakes only.
