The Replacement License Plate Light Kit # 00007153 referenced in your question may work on your 1988 Chevy Silverado c1500 but it will depend on what type of bumper you have installed. This light is specifically designed Surestep or Diamondstep Series bumpers, along with the Westin # 31000 and # 32000 Perfect Match Bumpers which are available for your truck. If you have one of these bumpers then the light kit will work perfectly.
If you are unsure you can also take a few measurements on the bumper hole where the light will mount. The cutout on your bumper should look similar to the attached photo. The light housing measures 1-3/4 inches wide at the center and 2.1 inches long. The retaining clip that holds the light in place is 1-1/2 inches wide and 1-3/4 inches long.
If this matches up to the cutouts on your Silverado's bumper then the kit will work great.
