The etrailer.com Trailer Hitch Receiver # E98850 is a good choice for a Class III hitch that fits your 2008 Toyota Tacoma and to add a 4-way the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118496 will fit your truck and is not difficult to install as you simply need to plug in the T-connector; I have added a link to a video of this harness being installed on an '08 Tacoma for you to check out.

For a 7-way so you can use a brake controller what you need is the Universal Installation Kit for Trailer Brake Controller # ETBC7, which will give you a 7-way with the 7- and 4-way trailer connector adapter. The kit also includes circuit breakers and the rest of the hardware needed to install a brake controller.

The difficulty of this installation is relative to your experience and how handy you might be so if you are familiar with wiring and splicing it won't be a chore but may take some time if you do not have that type of experience. I have linked a video showing an installation of a brake controller on a 2008 Tacoma for you to reference that may be useful.

As for the brake controller itself, I recommend the Primus IQ # TK90160 which has been highly rated by our customers who have it because of its effectiveness and ease of use. It will activate your trailer's brakes immediately in proportion to your Tacoma's brakes and offers three different boost levels so you can adjust your braking power. I've added a photo showing this brake controller mounted in an '08 Tacoma for you to check out.

Since you do not have a 7-blade already you are correct that you will hardwire the Primus IQ # TK90160 brake controller and do NOT need adapter # 3040-P.

You will only need to hardwire the controller in as outlined in the help article on installation of trailer brake controllers that I linked for you.
