The brake output circuit is not going to be active unless you have a brake controller installed. Since you didn't mention a brake controller but tested fuses and relays I would assume you don't have one. You need a brake controller to apply voltage to the brakes as the amount of voltage that the brakes receive dictates how hard they grab. So under lighter braking applications you'd want light trailer braking and heavier situations vice versa. That's why you can't just have 12 volts ran to them any time the brakes are applied. They'd always lock up if so.

To install a brake controller all you need is a quick install connector part # 3034-P and a controller.

For a brake controller I would recommend the Prodigy P3 Brake Controller part # 90195. This is our best selling brake controller because of how well it works and how easy it is to setup. This is a proportional brake controller that senses the amount of braking the tow vehicle is applying and applies a proportionate amount to the trailer brakes.
