I can read voltages in the connector going to the converter module. I have unplugged and replugged the connectors. I still can not read any voltages at the 4 terminal plug.

Since you have tested the input-side wiring from your vehicle lights to the converter module in your 4-pole wiring harness # 118566 and have found the appropriate lighting signals to be present, the other most-likely issue is with the black power wire that delivers +12V operating power to the converter. This is the single wire you ran up to the battery's positive terminal in the engine compartment.
Check for a solid wiring connection at the battery and fuse holder; make sure the fuse is installed correctly and has not blown due to a fault of some kind. Back at the converter you can test this black wire with a tester like # PTW2993 to ensure the +12V power is reaching the converter. If so, then the unit is potentially defective; if not then you need to check that wire run for a short that would be preventing power from reaching the converter module.
The wiring harness will not function at all unless it has this +12V operating power connection.
