The Hayes Genesis Trailer Brake Controller - 1 to 4 Axles - Proportional # HA81790 you asked this from has a code of OC which means Open Circuit. This could mean a problem with the controller internally or it may mean that you have a slight draw on your 7-way due to corrosion. I recommend cleaning your 7-way pins with some sand paper or steel wool and if that doesn't solve your issue then testing your controller. I have attached a video of how to test your brake controller and have also attached an article to assist with troubleshooting.

I assume it is a problem with the controller itself because you are unable to start your truck, but start with the easier and simpler solution and then work toward the more difficult. Use a circuit tester like # PTW2993 to test wires for a short by probing insulation every few feet along each wire function. You may want to consider simply unplugging the controller to see is the vehicle can start to see if it is interrupting a needed signal.
