It sounds like you may need to adjust your brakes to get them to fully engage. I recommend using a Brake Adjustment Spoon like Item # W80630.
Remove the plug at the bottom of the backing plate. After removing the plug, you should see a star gear which is used to adjust the brake. Use a flat-head screwdriver or Item # W80630 to turn the star gear until it becomes difficult to turn the hub and drum. Rotate the wheel up which will press the brake shoe against the drum. When the drum becomes hard to turn, back the wheel off until you can spin the drum with a slight drag on the brake shoes.
After these adjustments, hook you vehicle and trailer together and drive around and apply the manual override function on your brake controller inside your vehicle. Continue driving around and apply the brakes several times without using your vehicle brakes. This will adjust your brakes and settle them into a solid braking routine.
After a few hundred miles, it is recommended that you adjust the brakes again. After this second time of adjusting, you should only have to make adjustments every 3,000 miles.
