It sounds like you are looking at bike carriers. When the description says Class l to 3 compatible it means it can be used with a trailer hitch that is a Class l, Class ll or Class lll rating.
When a carrier like the Thule Apex # TH9025XT says Class l to Class lll, it will also describe the capacity when used with either class hitch. For example, the # TH9025XT can be used for two bikes when used in a Class l trailer hitch, but if the vehicle has a Class ll or Class lll hitch installed, the carrier can hold 4 bikes.
Class l and Class ll hitches can have a 1-1/4 inch receiver opening while Class lll hitches have a 2-inch.
