For your 2017 Honda HR-V we have the Class I- 1-1/4 inch receiver Curt hitch part # C11416 or the EcoHitch 2" receiver # 306-X7322. I recommend the EcoHitch over the Curt because it has the more popular 2" opening and more tongue weight capacity which is 300 pounds compared to the 200 pounds of the Curt.
Then for a cargo carrier the Curt part # C18145 is a very popular option that can be used with either the 1-1/4 inch hitch or the 2" hitch. It would fit and work well on your vehicle so we would recommend it for you as well.
If you go with the Curt hitch, you would also need a required stabilizer strap # 18050 to support the load of the carrier.
