How to Measure to Confirm Clearance for Folding Cargo Carrier

I need an option to haul my daughters pediatric wheelchair behind our 2006 Highlander. The carrier needs to be foldable so we can still park in the garage after unloading or when she isnt traveling. I really like the handle on the Rola Dart Item # 59550 so we dont have to mess with a bolt and pin each time, but the carrier would block the license plate when in the up position. I know it has holes to move the plate, but those would seem to leave the plate facing up toward the sky with the carrier is folded up. Is there a solution that would allow the plate to be visible in both the up and down positions? Alternatively, is there another cargo carrier that folds as easily as the Rola Dart but wouldnt block the plate e.g., has a much smaller center post? Thanks!

Since you have found a hitch carrier whose design you really like, the Rola Dart # 59550, I suggest simply pick up a license plate relocation kit like one of the following items, or a similar one.

# LP10SB

One thing you'll want to confirm concerning the carrier's fit on your Highlander is the amount of clearance you have from the hitch pin hole to rear-most part of the vehicle. When folded up the Rola will require about 8-inches of clearance in order to avoid any vehicle contact. Please refer to the linked article for help confirming this clearance measurement.
