There are a couple of things that could be causing the brakes to come on at full power when you step on the brake pedal. First, make sure the brake controller is mounted within its range specified in the instructions. Also make sure it is not tilted or turned to one side. If it is outside of its range that can cause the controller to think that you are braking more aggressively than you are (and sometimes it will do the exact opposite).

There could be a short somewhere. Check the vehicle side connector and make sure it is clean and free of corrosion inside, where the wires attach, and outside. It is possible that corrosion is causing a short from the right turn/brake light circuit to the brake output pin.

There are also ways to test the brake controller to see if it is the problem. I have included links to testing and troubleshooting brake controllers for you.
