The first thing you'll want to do is determine if the Previa can be flat towed without damaging the drivetrain. Due to the age of the vehicle, I can't find any definitive information using my usual online sources, so I recommend you check with Toyota.

For base plates, I'd recommend the Roadmaster # 1115-1. Although the Roadmaster Sterling tow bar you mention would work great for you, using the less-expensive Falcon 2, part # RM-520 would work just as well. Safety cables like # RM-643 are recommended. You'll most likely require a high-low adapter to keep your tow bar within 3 inches of level once everything's hitched up, but unfortunately Roadmaster couldn't provide me with the height of your base plates once installed. I'll provide you with a link to our high-low adapters.

For a lighting solution, a magnetic mount kit like the Roadmaster # RM-2120 would be easy to install and remove, but if you wanted something a bit more permanent, a diode system like the # RM-154 would be a good option. The initial installation would require tapping into the vehicle's taillight circuits, but it would be very simple to use from there on out.

Finally, a supplemental braking system is required in most states. I usually recommend a portable option like the Blue Ox Patriot, part # BRK2016. The Patriot will install in minutes, without requiring hours of expensive shop labor for the initial installation. I've linked you to some FAQ articles about flat towing. I hope you'll find them helpful.
