Trailer Lights Come On and Stay On Bright
Question:
When trailer is plugged in to vehicle all lights running/signal are on and bright. When turn signals are engaged lights remain solid and bright.

It sounds like there is a short somewhere that you will need to track down and correct. A short would cause constant power draw and could explain why the lights come on and stay on. Make sure the vehicle and trailer side connectors are clean and free of corrosion. Inspect the wiring from the front to the back and look for any frayed, pinched, or damaged wire and repair as needed.
