is there a protective tape that goes on fenders so flaps wont wear paint off

There are options to protect the vehicle paint between the WeatherTech Mud Flaps, # WT110024-120024, and your 2010 Dodge Ram, but there is no specific tape available just for this application. You could use thread sealed tape, electrical tape, or what they used to call hundred mile an hour tape. The sticky side of the tape would have to go on the mud flap.
The flaps are made of thermoplastic resin, so they are unlikely to scratch the paint. The best way to help ensure this is to make sure both the vehicle and flaps are clean and free of debris before installation.
