The Warner Brake Controller # HA100400C that you referenced is designed to activate electric trailer brakes. It uses air pressure to determine how much braking power to apply. If your trailer has a combination of electric and air brakes you could install this on your trailer and tap into the air brake system to also apply the electric brakes.
