  If we go by the max pivot length chart, see picture, at 3,100 pounds the tongue weight maximum would be 310 pounds (since in the chart the max tongue load is 10 percent of the gross trailer weight). If your tongue weight is 180 pounds now then it will still be plenty low enough with a longer, folding tongue.

  According to the instructions for the Fulton Fold-Away Coupler Hinge Kit part # FHDPB350101, the pivot bolt is installed on the left hand side of the fold-away and the hinge pin is installed on the right hand side of the fold-away. However, I do not believe it matters. If you wanted the tongue to swing to the left side then you would place the pivot bolt on the left side and vice versa for the right side.
