  It sounds like the pin that allows the cargo carrier to be tilted up or down is what you are missing. I have attached a photo of the pin on a cargo carrier.   There is not a place for safety chains to connect to the 18" Curt Extender for 2" Receivers # C45796 so you would need to get new safety chains as well; I have added a link to our selection of safety chains for you to check out such as the 60" # C19749.
