The Camco Flagpole Holder will fit into shanks of 2 inches but what you can do is use an adapter to reduce the opening to 1-1/4 to fit your 2001 Volkswagen Jetta hitch. This adapter # HTAD will be compatible with both a Class I and Class II trailer hitch. It will reduce the amount of weight that can be loaded into the receiver by 50 percent. I have attached a photo of the CAM51611 with the dimensions noted. With the distance of 15-1/4 inches from the center of the hitch pin hole to the upright pipe that holds the flag pole I do not think you will have enough space to open the tailgate all the way.

The Camco Hitch-Mounted Flagpole Holder # CAM51611 is intended for flying a flag while parked. But based on it's construction it should have no problem handling 65 mile per hour wind.
I believe the challenge would be how to secure the flag to the holder while driving. It has a set screw but in order for it to be effective the flag pole would have to be pretty close to 2 inches in diameter.

According to the manufacturer this flag pole is designed for use with either a single 3 foot by 5 foot single flag or 2-3 foot by 5 foot flags. With that in mind the maximum flag surface area would be 30 square feet if you were to use 2 flags with dimensions of 3 feet by 5 feet.

I went out to the warehouse and pulled Sports Fan Telescoping, Fiberglass, Multiple Flag Pole # 94999. When you extend the pole it locks into place with friction. The bottom part of each section is wider than the rest of the section so it cannot pull out of the section below it. To retract the sections it does take a fair amount of force so it would not collapse under the weight of a flag (unless the flag was very large). view full answer...

The snaps will slide on the pole some so the size can vary. It is primarily designed for 2 each of 2 foot x 3 foot or 18 inch x 24 inch flags. But you could put 1 each of a 3 foot x 5 foot on it as long as you were not in 60 mph or more winds. The base, or flat, is 3-3/4 inches x 15-1/2 inches and works great. The manufacturer warranty is 3 years for the base and 1 year for the pole. For the pole you need to be sure not to set heavy items on it like coolers full of your favorite beverages.
