The reason for the different part numbers are that the # FA86-0015-317 and FA86-0015-312 and # FA86-0015-318 are locks that are keyed alike. Their key number matches the last 3 digits of the part number. So the part # FA86-0015-318 has key number 318. If you want keyed alike likes, you just order multiple of the same key number.   I confirmed with Fastway that yes, if you order multiple of these coupler locks with the same key code, they will be keyed the same. For example the Fastway Universal Coupler Lock # FA86-0015-306 uses Key 306 while the Fastway Universal Coupler Lock # FA86-0015-312 uses Key 312.   The Fastway Universal Coupler Lock # FA86-0015-312 that you referenced is made from hardened steel for the shackle and diecast steel for the housing and is designed to withstand most attacks. It would take some serious time to defeat this with a pry bar and sledgehammer. The sledge would also make quite a bit of noise which thieves generally try to avoid.
