  The Curt hitch you purchased is part # C13272 which is a 2 inch receiver so the pin hole is 5/8 inches. A good standard lock to fit is part # e98880. With that being said, a lot of bike racks have threaded hitch pins so you can't use just a standard locking pin. Their threads are usually specific to their own locks so you might need to purchase a specific lock for your specific bike rack.   I Googled the owner's manual for a 2018 Lexus RX 350 and it said the maximum towing capacity was 3,500 lbs, and the Curt Trailer Hitch Receiver # C13272 has a 4,000 lb towing capacity so you will not have any problems using this hitch for towing less than the 3,000 lbs you mentioned. That said, we do recommend verifying all towing capacity information with vehicle manufacturers as they have the final say on these matters.

When we installed the Curt Trailer Hitch Receiver # C13272 on a similar 2017 Lexus RX 350 we found that it measured 15-1/2" from the ground to the top inside edge of the receiver. To the bottom of the receiver is about 2-1/4" so you are looking at just over 13" ground clearance with either option.
