  Since there isn't a anti-rattle hitch lock combo that fits solid shank ball mounts you'd need to go with separate items to accomplish both. The part # GY88XR fits really tight so it would not be my first choice as it is known to be challenging. Instead, I'd use the part # e99007 which will fit much easier and work better overall as well.   The only product I know of that will accomplish what you are asking is a Gen-Y Hitch like part # 325-GH-514 which offers a 7-1/2" drop/rise.
