Carrying 2 Kayaks on Roof of 2008 Toyota Camry
Normally the most inexpensive kayak carrier solution is a foam block setup like the part # RL100K10 that you referenced but since you plan to carry two kayaks I wouldn't recommend this as the way to go since you wouldn't have quite enough room to fit both. Instead you'd need to go with a roof rack setup with crossbars like the part # INB127, # INSUT, and # INK220 and then use J-style carriers like the Malone J-Pro part # MPG117MD for each of the kayaks. I have a great solution that will allow you to carry a cargo box on the roof of your 2008 Toyota Camry, but it will require you to install a roof rack as there isn't a strap and hook method that would attach the box to the roof of a vehicle. You would want the Inno Kit that consists of part numbers # INB127, # INSUT, and # INK220 which is confirmed as a fit for your vehicle.

Roof Rack Recommendation for 2007 Toyota Camry for Cargo Carrier
The Sportrack roof rack part # SR1002 has a 130 lb weight capacity and has bar dimensions that will easily be compatible with a cargo carrier. Since this is a semi-custom roof rack that notoriously doesn't fit vehicles very well I'd recommend a fully custom rack like the Inno roof rack part numbers # INB127, # INSUT, and # INK220 for your 2007 Toyota Camry.
