  We have only fit the Draw-Tite Front Mount Trailer Hitch Receiver # 65022 on models with the stock front bumper. I do see there are different model Ranch Hand front bumpers for your 2000 Ford F-250 and if it is the model with the winch mount the winch bracket does appear to be in the way. You may be able to have the 2" Receiver # E17 welded to your bumper but be sure to contact Ranch Hand for any capacities the bumper is capable of supporting.

  I attached a picture that I edited that shows the dimensions of the Curt Hitch part # E17 that you referenced. The side bracket measures 4-1/2 inches tall by 5-1/2 inches long, and from the bottom of the bracket to the hitch opening is 2-3/4 inches.

  You may be able to have a custom receiver made for your 2021 Cadillac CT4 using a Curt Weld-On 2" Receiver # E17.
