  Have you tried to tow the trailer to see if the brakes engage? If this is not an option then you will want to first make sure the master cylinder is full of fluid and then use a wooden plank to compress the actuator and see if that engages the brakes. You can also pull the breakaway to see if that engages the brakes but there is not a manual that I am aware of.   I do have an option available for you however, I cannot recommend modifying your brake actuator. There are two main factors to consider when choosing a brake actuator. The first being the type of brake actuator, such as an actuator for disc brakes or an actuator for drum brakes.
