  It sounds like you have the Dexter Hydraulic Drum Brake Kit # 23-402-403 on your Dexter P15 8,000lb axle. The Arm on the Dexter Hydraulic Drum Brake Left # K23-171-00 and Right # K23-172-00 is for a parking brake feature. While you will be able to fit both to the same axle I do not recommend using them if they are not attached to any parking brake line. • Can 7K 12 Inch Electric Brakes be Used for 8K Trailer Axles
  The Dexter Electric Trailer Brake Kit # 23-180-181 will work for your 8K axles if indeed your current brakes are electric, have a 12" diameter, and measure 2" wide. Standard 8K brakes like part # 23-402-403 though are hydraulic, have a 12-1/4" diameter, and measure 3-3/8" wide. As long as your specs match the 7K electric brakes you're good to go.

  Yes, you can use the right- and left-hand hydraulic drum brake assemblies # 23-403 and # 23-402 on your 1999 Southwind. These brakes use the same 4-bolt mounting pattern as your brake flanges and they are rated for 8K axles so the are a direct replacement. For brake shoes you can use parts # BP04-260 and # BP04-270.   For 12" Dexter Axle brake and hub/drum kits I recommend the Dexter Nev-R-Adjust Electric Trailer Brake Kit # 23-464-465 which automatically adjust and come in a set so you get both the left and the right. Then for a hub/drum kit you either want the part # 8-201-9UC3-EZ which has a 6 on 5-1/2" bolt pattern or the part # 42866UC3 which has an 8 on 6-1/2" bolt pattern.
