    The replacement actuating rod for Reese 16K 5th wheel hitches is # 30579. You may also need klip rings # 58054 and spring # 30776. There are no written instructions for replacing the rod. But you will have to remove the head of the hitch and turn it over to get more access to the internal parts. I have included an exploded diagram of a Reese 16K hitch, # RP30047, that might help.

    Does the handle on the 5th wheel hitch offer any resistance when you pull on it to open the jaws? If it doesn't then that is an indication of a broken spring. But there is a second spring that could be missing as well. The trouble is you have to access the underside of the head to access the springs.
