Yes, I have seen this problem before it usually is caused by a bad or loose ground connection. The ground at the trailer brake is usually the culprit but it would not hurt to check all ground locations for your trailer wiring and brake controller. If you notice a loose or corroded ground connection clean it up and reconnect it. If your trailer brakes are grounded to a common grounding point then I would recommend grounding each brake assembly separately to the trailer frame close to the brake itself, this usually solves the problem. If this does not solve the problem I would check the function of the brake controller with a circuit tester, item # 3808 if you need one. Do this without the trailer connected, to eliminate the trailer as the problem. Check each wire for proper function, especially the brake feed, usually blue, and the brake input, usually red. If the brake feed to the trailer drops voltage, when the brakes are applied, and all other wiring checks out, then the controller itself may be bad. If the brake input drops voltage, and all other wiring checks out, then the switch at the brake pedal may be going bad.
