There are a few possibilities. Your trailer connector might be damaged or corroded, preventing a good connection between the trailer and the vehicle. If you can see any green corrosion on the sockets or pins, the corrosion could have spread to the interior of the connector. There might be a damaged or pinched brake output wire on the trailer. Examine the wire to ensure that there are no breaks in the insulation that would allow the wire to contact the trailer frame. As you suggest, the brake magnets could need replacing. If you pull the drum, and can see any of the copper wire through the magnet, it needs replacing. Make sure your ground lead from each magnet is securely attached and not corroded. Checking all these areas should lead you to your problem.
