I bought a hitch and harness a little over ago, but just installed the harness recently. When the car is running and lights are OFF battery voltage can be read between ground and yellow wire and ground and green wire. Car ON, lights ON - full voltage at all 3 wirew. Car OFF, lights ON - battery voltage is read between ground and black wire. Since full voltage is at both yellow and green terminals, brake lights dont work. Turn signal works on left side only. Whats wrong?

This is a common issue on the later model Toyota Rav4 SUVs. There is more than one connector behind those interior panels, and your wiring harness is plugged into the wrong one. Get the panels open and undo the harness that you installed, refasten the original connection. Then locate the point where the factory wiring harness exits the taillight assembly. You will have to trace the harness until you find another connector. Use this connector to attach the T-1 Vehicle Wiring Harness, and everything should work fine.
