Does this unit require lights to make it legal? DOT regulation??

Generally speaking (laws in your state may vary) the carriers do not require lights unless the vehicle taillighs are blocked by the carrier or the gear on them. As the carrier can stick out as much as a few feet from the rear of the vehicle, I recommend using the lights to provide more visibility for other drivers. We offer a light kit, part number 6504, which would work great on the Moover Transporter System that you mention. We also offer reflective tape which could be affixed to the rear of the carrier to provide more visibility. I'll include a link below to the Light Kit and the Reflective Tape.
