is the ford oem and the reese elite underbed rail kits the same .My new truck will be a 15 short wheel base fifth wheel ready

The under-bed rail portions are a bit different. The Ford underbed rails include a gooseneck hitch, while the aftermarket kit would only provide that if you specifically used the # RP30138-26 add-on kit.
The Ford 5th Wheel prep package is indeed compatible with the Reese # RP30922 fifth wheel hitch you referenced. I've confirmed this with my Reese representative.
There's also an adapter available, part # RP30156 that would allow you to use a Reese or other rail-mounted hitch that's compatible with industry-standard fifth wheel rails.
