I spoke with my contact at Draw-Tite, and he recommends using a tester, like part # PTW2992, to check the black and red wires leading to the Draw-Tite Activator IV Trailer Brake Controller, # 5504. If you happen to break the harness while your there, we have a replacement part # 20127.

The black wire should be hot, show power, at all times. The red wire should only show power when the brake pedal is pressed. If these wires check out to be fine and function as they should, you may have a faulty brake controller.
