The reason you cannot find a connector for the 1999 Suburban is because the 1999 Suburban did not have a tow package that included a brake controller port.

If the RV builder bought the Econoline from Ford with a factory installed 7-Way or 4-Way, you would use Tekonsha Brake Control Harness part # 3035-P. The RV builder may have ordered the van without these or removed them when it converted the van to an RV. The port should be located either behind the panel, underneath and to the right of the steering column. You can see this in the video linked below. It may also be located at the top and to the right of the gas pedal arm

If my assumption is correct, you are wanting to tow one trailer behind two different vehicles so you want to be able to move the brake controller from vehicle. There are two ways you can proceed. You can use part # 20127 when you hardwire the brake controller to the Suburban. You would also use this part number if the RV does not have a brake controller port. You would also want an additional snap in bracket, part # 7686, so that you will not have to mess with screws.

The other option is to put the brake controller on the trailer that way you do not have to mess with moving the brake controller. Tekonsha makes a version of the Prodigy that is trailer mounted. It is part # 90250 and may probe to be a simpler solution for you than doing the wiring on two vehicles and moving the controller.
