When towing a front wheel drive car like your 2008 Honda Accord on a tow dolly like the RoadMaster Tow Dolly # RM-2050-1, you want to put the car in park and be sure to have the emergency brake OFF.

I have a 2018 VW Beetle, automatic, front wheel drive. PUSH START, NO KEY. When towing on a dolly (Kar Kaddy 3) the wheels on the dolly turn, which in turn causes the steering wheel to lock. Unable to start car with steering wheel locked. Unable to use a key. Question. Can I leave vehicle in neutral? From wheels all secure, and chain supported.

For your Beetle I can only recommend that you follow the guidelines listed in the owner's manual for towing it on a dolly.

I’m towing my 2002 Honda Civic from San Diego to Kansas 1,567 miles with a tow dolly will that damage anything in the rear if it’s in park but without the ebrake

I wasn't able to find too many specifics with regards to towing your 2002 Honda Civic on a tow dolly. Hopefully there is a towing section in your copy of the owner's manual that outlines the correct procedure for towing in this manner (what to do with the ebrake, etc). I don't think you'll have any issues but I would definitely check to be sure.
