Will part # RM-020 work with a 2000 neon?

Yes the RoadMaster Tracker Tow Bar will work with a Neon, but you will need appropriate base plates on the Neon in order for the tracker tow bar to attach to it.
The Tracker Towbar will fit any RoadMaster standard, XL or EZ style base plates. There is one set of base plates available for your 2000 Neon, and they are the EZ style. Your base plates are part # 52255-1.
