Availability of a 4 Bike Rack that Allows the Honda Element Tailgate to be Lowered

I do not believe the Thule Ridgeline 4 Bike Hitch Mount Folding Rack, item # TH954, will allow the tailgate to be lowered if the Softride Dura will not allow it.

The best recommendations I have at this time for bike racks that will carry 4 bikes is a swinging bike rack like the Thule Vertex, part # TH9031. This rack fits a 2 inch trailer hitch and swings out to the side to allow complete access to the back of the vehicle.
