not clear on how this grounds. Does this screw or rivet into finder or does the bottom stick to fender as a ground? thanks

The screws or bolts used to attach this act as the electrical ground via the larger brass lined mounting holes. The black wire lead is for powering the light. The light snaps into the bracket and has metal contacts that fit into the two small center holes on the black portion of the bracket. I will provide a link for the light that fits into this bracket to make things more clear.
