1 Is the bar supposed to fitsnugly up against the rubber of the tire? Mine sits about an inch away. 2. Is it all right to mount this at an ofset angle? This was a main criteria? I have a 2002 Honda CR-V

The rack does not have to touch the tire. As long as it is properly mounted and does not violently wiggle, it does not matter if it touches the tire.

No, the rack cannot be mounted at an offset angle. It must remain vertical.

If you need a spare tire rack that can be offset to help center the bikes behind your CR-V, a Yakima SpareTime, part # Y0598 may be your best bet. The head can be centered or shifted to one side or the other. I have added a link to the part and a video insall and review of the SpareTime.
