I want to know if i can tow a popup behind my car with the bike rack on the car?

The hitches available for a 1999 Toyota Camry are all 1-1/4 inch, either Class I or II. You cannot pull a trailer and use a hitch or trunk mounted bike rack at the same time.

Your best and safest option would be to use a roof-mounted bike rack while towing your pop-up. I have included links to a Thule Roof Rack system for your 1999 Camry and a couple roof mounted bike racks that will work well.
