The manufacturer will not give out information on the material its products are made of. The information provided when I called was that it is a water repellent and resistant vinyl fabric.

The specific size for your 1999 Newmar, Dutch Star 38 will depend on your tire size. You can calculate your tire size by using the tire size branded into the tire sidewall. Lets say you have a a 205-75-R15 tire. Multiply 205 by .75 and this gives you the sidewall height of 153 mm, then multiply that by .0394 which is the metric to inches conversion and comes to 6 inches. You then multiply 6 by 2 for the sidewall height above and below the rim and add the wheel diameter to get your total wheel and tire diameter, 12 plus 15 equals 27 inches.
