Does this product come as pictured with the trailer coupler and the arm along with the fold away joint? I managed to confuse myself and looked at too many pictures. See fifth alternate and hardware :-
Also, what, if any, special tools are required to install this? Is it really easy to install? Ive read several reviews and get mixed signals regarding this.
Is there any welding involved? From the description Ive concluded no, but I want to be sure.
Lastly, are safety chains included?

Yes, the Fulton Fold-Away Coupler for 3 inch x 3 inch Tongue, Bolt-On, 2 inch Ball, 34 inch Long, item # FHPB3530301, comes with the arm for bolting the coupler and fold away to, along with all necessary mounting hardware.
Tools required are 1/2 inch Drive Ratchet, 15/16 inch Open End Wrench & Socket, 3/4 inch Open End Wrench & Socket, 7/16 inch Socket (for Torx bit, Metal Cutting Saw, 1/2 inch Chuck Drill, Drill Bits (1/8, 1/4, 3/8, and 1/2 inch), Torque Wrench (Capable of 80 ft-lbs), Tape Measure,Safety Glasses, Gloves, Center-punch, Clamp, Square, Hammer, Jack Stand and Wheel Chocks.
This item is fairly easy to install with patience and the time available to get the job done. There is no welding involved.
Safety chains, or cables, are not included and will need to be mounted to the trailer frame behind the coupler and routed to the vehicle through the safety chain guide on the bottom of the arm. We have safety chains and cables available. You would need two of our 48" Long Safety Chain with 7/16 inch Hooks, 5,000 pounds, item # 2118-348-04, or one set of the 40 inch Vinyl Coated Safety Cables with Clevis Hook (Qty. 2) by Dutton-Lainson, 6,500 pounds, item # DL20119. You will need to measure from the point you plan to attach the foldaway joint to be sure you select a set of chains or cables long enough to accommodate the extended distance.
